Remove the handguard and remove the barrel. The barrel by itself isn't illegal. I'd rather buy a 16in barrel for $180 than register it with the atf and create an nfa item. It's only temporary until courts rule it unconstitutional, maybe 2 yrs tops, if that.
Your lower is still legal. The upper is a half stripped upper until you put a 16in barrel on it. None of which is illegal. Don't register it.

Gov't will eventually stop putting the really bad kids in boys & girls homes and start euthanizing children who they can't charge as adults... This is so messed up, to want to kill kids and teenagers because someone somewhere, including parents, judges, Dr's & psychiatrists, DCFS etc. will deem a child a trouble maker or claim they won't be an active member of society...
