Article 33 of the Mexican Constitution grants
the President the exclusive power to expel any foreigner whose presence
is judged undesirable from the national territory,
immediately and
without the necessity of prior legal action1.
The article also states that foreigners may not in any way
interfere in the political affairs of the country. Foreigners are
defined as those who do not possess the qualifications set forth
in Article 30 of the Constitution. The law regulates the
administrative procedure, as well as the place and time that the
detention lasts
