In fiscal year 2023—the most recent full year with detailed data—USAID disbursed approximately $43.8 billion, accounting for about 60% of total U.S. foreign aid, which totaled $71.9 billion. This funding supported programs in 177 countries and 29 regions, with Ukraine topping the list at $16.6 billion, largely for war-related support, followed by Israel ($3.3 billion in military aid), Ethiopia, Jordan, and others. About 52% of USAID’s programs were implemented by NGOs, 34% by public international organizations like the World Bank ($20 billion from 2013-2022) and World Food Programme ($15 billion over the same period), and the rest by U.S. and foreign governments. Health programs, including HIV/AIDS efforts (60% of PEPFAR’s bilateral funding), maternal and child health (100% of bilateral support), and global health security, ate up a big chunk—$6.2 billion of the $8.5 billion in bilateral global health assistance in 2023. Humanitarian aid—think food, shelter, and disaster relief—also dominated, with Sub-Saharan Africa pulling in over $6.5 billion in 2023.
