Jimmy Carter’s name will forever be linked to the electoral reforms that paved the way for free and fair elections in Guyana.
Carter, who was also participating, at the time, in the bipartisan Carter–Baker Commission on Federal Election Reform (with former Secretary of State James Baker) in the wake of the contentious 2000 election, also took the opportunity to advocate for common-sense election reform.
He warned of the great potential for vote fraud without a federal election package, urging the public to “insist that Congress pass this enlightened legislation so that election reform can be put to the desk of George Bush.
”Mail-in voting is so prone to fraud that it was cited in a 2005 Report of the Commission on Federal Election Reform as something to avoid. Chaired by former President Jimmy Carter and former Secretary of State James A. Baker III, the commission’s report was titled, “Building Confidence in U.S. Elections” -- an oblique reference to the fact that confidence might not be very high.
