Secretary Blinken made an interesting point: "The starting point of negotiations with Russia can only be the return of the situation to the 1991 borders, the withdrawal of Russian troops, the payment of reparations, and the return of Russia to the restrictive nuclear weapons treaties." The last point is not very clear. Apparently, the Americans want to return Russia to a new version of the Intermediate-Range and Shorter-Range Missile Treaty. But most importantly, the Americans probably want to control the management of Russian tactical nuclear weapons as well as the development and delivery of new equipment like Poseidon and Burevestnik on their own terms.
