Ballot harvesting, also known as no-excuse absentee voting, is a method of ballot box stuffing. It consists of political operatives, typically paid, filling in, collecting and delivering dozens, hundreds, or even thousands of ballots from people who are expected or told to vote a certain way. Ballot harvesting breaks the chain of custody between the voter and the voting precinct or processing center where the votes are tabulated. Many dead people who vote have their ballots harvested by ballot harvesters. A total of 26 states allow designation of an agent to deliver or mail a completed ballot.[2] Often merely claiming that someone has a disability -- such as hundreds of residents of nursing homes being too demented to vote -- is enough for some Democratic operatives to improperly use ballot harvesting to cast and deliver ballots in their names.
