According to the CATO Institute, a global policy research centre and think thank, the US has sold over 135 billion dollars in arms to allies, and over 95 billion dollars in arms to hostile or non-allied nations in the past 20 years.The institute found that risk assessment has no bearing on arms sales for the U.S., despite officially worded policy. Several of their members authored a piece in Strategic Studies Quarterly in 2020 titled "Power, Profit, or Prudence? US Arms Sales since 9/11" in which they analyse 169 countries who received arms deals. They argue that the motives are purely profit driven and very likely fuelling global conflict the world over. (Quoted from the study)"Since 9/11 the United States has, on average, sold almost as much to the riskiest countries in the world as to the least risky, sold more to countries rated “not free” by Freedom House than to free or “partly free” countries, and sold almost twice as much to countries engaged in a conflict as to those that are not."
