The military does not buy spare parts so somebody can play dress-up with paperwork. It buys them because trucks, generators and systems eventually fail at the worst possible moment.Federal prosecutors say four Tennessee contractors did exactly what regular Americans would get crushed for: they allegedly sold unapproved aftermarket parts to the Defense Logistics Agency while passing them off as original manufacturer parts. The alleged parts included fuel injectors, turbochargers and generators.According to the indictment, the alleged scheme was not just a sloppy mix-up at a warehouse. Prosecutors say fake labels and altered documents were used to hide where the parts really came from, while aftermarket items were sold at original-equipment prices.Read that again. The people cutting checks were apparently being shown paperwork designed to make the wrong part look like the right part. Meanwhile the public gets told every federal procurement rule exists for safety, accountability and national security.The indictment also alleges a kickback deal tied to profits from the sales. One defendant allegedly received payments through a company created to conceal the money. These are accusations, not convictions, and each defendant is entitled to fight the charges in court. But the allegations explain why Americans have every right to wonder how many layers of approved paperwork can pile up before somebody notices the part in the box is not the part on the invoice.This is the part Washington never likes to say out loud. Government can make a contractor fill out a mountain of forms, hold meetings about compliance, and send out glossy slides about oversight. None of it matters if the people checking the supply chain are checking labels instead of reality.The next time somebody says more spending automatically means more security, remember the fuel injector.
