It is always active 24/7, whether sleeping or awake. When we actively process information or something confronts us, it pulls the reserved information from our heart, hence what we speak is from the heart. If our reserves have been full of lies, deception, and even educated wrong knowledge that we've been conditioned with, that becomes our default. When Pharoah's "heart" was hardened, the Hebrew word there means "strengthened", so it made what was already in his heart come to the surface. When we refuse to accept a truth that is new to us, we are hardening our heart.
