And I am hearing a lot about circuses and very little about bread. We'll come back to this elephant of getting the economy opened back up. So far, I commend you on your handling of our current fight. It looks like pure Tzu. He who tries to defend everywhere defends nowhere, he who tries to defend everything defends nothing. Martial your resources, build your reserves, as you commit your reserves to each attack, immediately start building a new reserve, however big or small it might be. The old going down the firing line ordering every third man to report to the command post to reinforce against the next attack. It is a thing of beauty to behold. Poetry in battle. By this time, a warning order should have gone out to Big Plasma. Now for the operational orders. First, the Plasma centers need to be mapped out. You will notice that they seem to be concentrated near universities and military bases, generally places where there is a desire for pizza and beer money. This works to our advantage. Small university towns generally have enough healthcare to serve their communities while school is in session and should be lightly loaded since school is closed. Military citys of course gives us easy access to support the military. Once mapped out, centers should be selected to meet one or more of three needs, healthcare, military, and the elephant in the room, the economy. Those centers initially selected need to be brought up to full capacity, equipment, staff and supplies. (10 years ago, REDACTED's CSL center had 50 units. Last I was aware, they were down to about 30, better economy = fewer donors) So, we have a basis for a three prong counter-attack against the enemy. First, the military, implementation of that should be pretty self evident. Military donations, in conjunction with military hospitals, protecting military personnel supplemented by PAK's as necessary. Next, we're going to digress a bit. Your front line warriors have been on the line without relief for far to long, in many cases over 60 days without any R&R. We need rear areas for them to figuratively get a hot shower, a hot meal and a new uniform before going back into the battle. Taking NYC as an example, select one or more of the plasma centers in upstate New York. The hospitals in NYC should have a pretty good idea as to who their donor candidates are and can test them to meet FDA requirements. Send the donor's to the selected sites for 8 day's R&R (and big plasma screening which is tighter than that of the Red Cross) and 3 donations. Use the resulting plasma to: 1. Secure the rear area, working in conjunction with the local hospitals to innoculate local healthcare, restraunt employees, hotel employees, etc. 2. Combined with the new antibody test, screen the second traunch of healthcare workers for antibodies. If they test negative, innoculate them with plasma, than send them to the rear as before. etc, etc. 3. Combined with the new antibody test, screen healthcare families for antibodies, innoculating as necessary etc, etc. Our healthcare workers deserve that much peace of mind. 4. After that is accomplished, continuing plasma donations will join the pool to create PAKS, certified donors making donations on each of their subsequent rotations to the rear. One other thing, a lesson from World War II. Our enemys trained up pilots and than left them on the front lines (with occasional R&R) until they were maimed, killed or in a very few instances they survived the war having racked up kill scores that ran into the hundreds. They also finished the war throwing children into the battle with very few hours training to learn the lessons of combat the hard way with predictable results. We, on the other hand, reassigned most of our top pilots to training commands after a tour or two to train more pilots, finishing the war with a bunch of well trained pilots who cut through the enemy like a hot knife thru butter. Perhaps use the stats to figure out who our top doctors are and send them to emerging hotspots to teach. Now, let's look at the elephant. I don't see any Big Plasma in NYC, at least CSL centers. They do, however have three locations in New Jersey which are pretty close. Today, we have potentially 15,000 donors nationwide but most clustered on the West Coast and the NYC, and tristate area. For the tristate area, the "civilian" donors should be routed to the closest plasma centers, shuttled if necessary, and their plasma sent to the Big Plasma processing centers to be processed (stripped of platlets and other componants which others need) and assembled into C-PAKs, D-PAKs and M-PAKs (100, 500 and 1000 units respectively). These, in conjunction with the anti-body tests will be what we will use to reopen the economy. The central theme I am building here is that it is a waste of scarce (initially) resources to plow the same ground twice. Ok. the elephant. The engine of our economy is the city. Going back to first principles, a city requires 5 things. Without clean water, the city is overwhelmed with disease. Without sanitation, garbage removal and disposal of black water, the city is overwhelmed with disease. These can be handled on the local level, with either 250 ml IV bags administered at the hospital or with PAKs. A city also needs energy, got to keep the lights on and to cook food. Most likely a combination of local and PAKs at remote locations (Power Plants, etc) Agriculture, without it, the city starves. Ask one of your attending generals about the Seige of Leningrad. In short they worked their way through the dogs, cats and rats and had taken it to the next level. Along with agriculture, a city needs transportation. That was the problem at Leningrad. Food was available, they just couldn't get it into the city. We don't want a hot spot to turn into a Leningrad and we don't want to have to resort to a situation where land transportation has to be Federalized. Now, looking at agriculture/food distribution we'll take Smithfield's plant as an example. In an emergency, you send a D-PAK and 500 antibody tests. Test all, give a gold star to those who are immune, quarentine the infected, immunize everybody else. Than, get with Dept of AG and go around to the other plants and do the same as PAKs and AB tests become available, again, never plowing the same ground twice. Same with the Box/Grocery stores. Local teams with C-PAKs and 100 AB tests as necessary. (We might need L-PAKS of 50 units). Finally, for Agriculture and Agriculture Support (Tractor Repair, Seed and Feed and such) you can get the Farm Bureau to arrange Barn Dances or some such to test and innoculate. That brings us to transportation. I'll leave it to you how to handle Rail but for the trucking industry, you can hit the distribution centers just like any other facility, gold star on the CDL for immune and blue dot on the CDL for immunized along with a ledger of the immunized so the drivers can be notified when a booster is necessary and than, as a grand finale, get Department of Transportation involved. DOT recently canceled their planned National Safety Check. They should have records as to how many and where the last time they had one and plans for the one they just canceled. Catch the truckers at the weigh stations, check their CDL's to see if they have already been checked, than test and immunize as necessary. Maybe give the roads into and out of the hot spots a higher priority to keep the truckers happy. Again, never plowing the same ground twice. Don't worry about catching everybody. Truckers are probably the biggest vector contributing to the spread. We don't want to stop it competely, we just want to slow it down to a manageable level, not letting any one place get overwhelmed. We're trying to get to 1.4 million (or more) certified donors while keeping deaths to a minimum which we now have or shortly will have the tools to do. That HCQ/ZPAK was pure Edward Jenner. Ask onE of your doctors if you are not familier with the story. As a matter of fact, have one of them write out the NDA and see if they can get Jenner's trial protocal past the FDA. HCQ/ZPAK needs a Medal of Freedom. Anyhow, I digress. After the Cities are secured, we can start to address the other sectors. So, there is the basis of a plan. I admit it's a lot of balls in the air but that's what a leader does. He delegates. As far as donors, we might have 10,000 to date, In a couple of days, we'll have 10,000 each day to screen, a couple of days after that 15,000, a couple of days after that 20,000 to be screened each day. It's fixing to get busy. By today + 24 days, we'll be looking at some portion of 600,000 potential donors. That's kind of how curves work. We need to find out from Big Plasma how quickly they can bring the selected centers fully on line, how long it will take to start getting the PAKs together, and how many more machines they can handle (REDACTED is "wired and plumbed" for around 50 but only has 30 on the floor. Maybe we need to start building more although 10 years ago I heard they cost about a quarter million dollars each). Remember, a PAK consists of everything necessary to administer 1 immunization all packaged and ready to go. I've been wondering about how we were going to get to 1.4 Million Donors. Today I went to get some groceries and I realized that the idiots will do the heavy lifting for us. Anyway, I'd better wrap this up. You are in my prayers. REDACTED Oh, How do you eat an elephant? A bite at a time
