The Context of the Current Government Shutdown Debate
As of September 29, 2025, the U.S. government is facing a potential shutdown at midnight on September 30 if Congress fails to pass a continuing resolution (CR) to fund federal operations. Republicans, who control the House, Senate, and White House under President Trump, have passed a “clean” CR in the House that maintains current funding levels through November 21 without major policy changes. Democrats in the Senate have blocked this, demanding additions to the bill, primarily the extension of enhanced Affordable Care Act (ACA) subsidies, which are set to expire at the end of 2025. Trump and congressional leaders yielded no deal!
Expect last-minute talks, but the odds of a shutdown are high (~80% according to prediction markets).
