Well the only Mexican Navy I ever heard of collided a 19 century ship with a bridge!

From what I could on-line, the Mexican Navy has ~70,000 active duty personnel, plus ~20,000 reservists. It's fleet consists of ~200 ships & ~100 aircraft. While it does possess a few ships that could be classified as cruisers, most would be considered to be corvettes, frigates, or patrol boats.

In comparison, the US Navy has >300,000 active duty personnel, plus >50,000 reservists. It's fleet consists of nearly 500 ships, ~300 of which are active & ~200 held in reserve, with >2600 aircraft.
