Any one that has been in the military knows it is Standard procedure, & knows full well. When a New Commander takes over a Unit a complete inventory is done so the commander can sign off as he is then responsible for all items on that inventory. I have full knowledge after doing many inventories in my Military career. And I have seen past commander be held responsibility if that inventory fails.
