If the local sheriff (not police) will not enforce it, the CGJ can then issue a decree of nullification and fire that sheriff; any actions said sheriff takes beyond that will then be only under the color of law and unenforceable (including arresting members of the CGJ just because the CGJ is politically inconvenient for them, for instance). The CGJ can then appoint a new sheriff (preferably a sheriff that is retired or an active constitutional sheriff). The decrees would have to be published in the local newspaper legal classifieds for ten business days to give public notice that the old sheriff is terminated (or any other decrees the CGJ finds). Same goes for findings of guilt, including finding someone guilty of crimes in absentia. The BAR can scream all they like; the Supreme Court has already ruled that citizen grand juries have absolute authority when convened lawfully. People like Thomas Stockheimer (and his Tigerton Farms LLC in Wisconsin) give the militia movement a bad name because they were trying to mint their own money, use that money to then buy land, and engage in other commercial ventures. A CGJ's scope should be as limited and as narrow as possible as is required, however. Do NOT mingle issues--the CGJ isn't a club or fraternity, and it's not there for anything but what they have convened for. That way, the counter-arguments as to its legitimacy and authority will have that much of a harder time trying to make something stick. Nor should any of the CGJ be permitted to issue public statements until AFTER the business at hand is dealt with--this will prevent anyone from accusing the CGJ of trying to create a publicity stunt. Last, but not least, the Sheriff WILL have to make arrests should someone be found guilty. If that means deputizing a posse, so be it. A sheriff is the only authority in the land that can arrest sitting judges, DAs, and Governors, as well as any other politician in the county. For state matters, it would take multiple counties to go along with it, as well as armed citizens of good standing willing to stand up and fight because the Feds sure as hell will attempt to illegally intervene. When they do, arrest them as well, following established legal procedure (such as reading them their rights, etc). We are the Militia--We the People. Stay on topic, stay on target, and stay limited to one target at a time.

Good places to start would be to look at the FRCP and State Rules of Civil Procedure, as well as the Rules For Criminal Procedure, too. This will give you more information about what qualifies as a grand jury in your county and state. For example, Wisconsin, Minnesota, Illinois and Indiana are the 7th District, I believe. There are no constitutional attorneys. If they are a member of the Bar, they're compromised because they can be pressured by their superiors in the BAR. US v Stockheimer proved that you do not need an attorney to represent you. You proceed pro se, and follow all the laws regarding procedure for a grand jury. Some states, it's 23, others it's less; 23 is the max. By using the newspaper to publish legal notices, you are giving official public notices, and if no one contests it in the amount of time prescribed by law, poof! You win by default. This is why you can fire your sheriff as a CGJ, and deputize others--by publishing it publicly and declaring your intent as a CGJ. By affording them every opportunity to contest, and by them failing, you will have exhausted your administrative remedies under the First Amendment right to petition for redress. Then, the maxim of Ignorantia juris non excusat (Ignorance of the Law Is Not Excusable) applies and suddenly, the CGJ has the momentum and it is the State that is on the defensive. The reason no one knows this stuff anymore is because the government hopes that by suppressing it in schools, people forget it, and the government can act as though these rights do not exist.
