It is in our Constitution, not to tell the citizens what they “MAY DO”, it is there to tell those in government what they “MAY NOT DO”!

Correct! Our Constitution and Bill of Rights set the limits of the government, not the citizenry. Government, you may do this, this, and this (specific, enumerated powers). And if we didn't say you could do it, you can't do it - that remains to us and the States.
