All the orange helicopters are ALL National Guard or Reserves.
It’s a Thursday. Not how either of those operate or function.
National Guard must be operating in a state emergency, there are none.
Reserves do NOT serve a dual mission purpose. They’re Federal only. Meaning, no state emergencies period.
The ONLY person who can Federalize is the President.

That’s not a transferable command / order.
Due to the type of Order given made him a Wartime President.
Because the Order is in 50 USC §1550 which is the War Powers Act of 1973 that stemmed from the 1st and 2nd War Powers Acts of 1941 and 1942.
Executive Order 13912, DJT Federalized 1 million to Active Duty making him a Wartime President.
If “Biden” was President, “his” Executive Orders 14097 and 14102 on the Reserve Components would be under 10 USC §12302.
They’re not. The LAST amendment to §12302 is Executive Order 13912.
