I would say, far from it. What's to be courageous about when not confronted about anything? Courage is moving forward in spite of the fear. They didn't fear anything because nobody did a thing to stop or confront them, nor were they arrested and thrown in jail.

Or perhaps they were courageous being so close to the fires and destruction they were carrying out. Like maybe a piece of glass might fall on their shoe or something.
