For one those are the cities where the headquarters of the 5th, 29th, 35th, and 36th Combined Arms Army are located. Second is that they are major cities along the Far East portion of the Trans-Siberian route served by the Trans-Siberian Railway. Videos and images of trucks, tanks, and equipment on trains can only mean they are now in the TSR network and on the move west.
