The cabal created a problem for which they already had the solution - a solution that would grant them the control they sought. 3. The cabal covertly released the problem upon the populace. 4. When faced with the problem, the populace begged for a solution. 5. The cabal ushered in their “solution”, which was their objective from the beginning - more control. The game?
